Neither IV nor V: changing the rules of power
The Sixth Republic is MVGA's proposal to overcome a continuity of dependency between the State, income and citizen. The change of leadership can open an opportunity; The refoundation must reach the rules that allow resources to be distributed please, concentrate appointments and confuse authority with obedience.
The name expresses a political horizon. It does not mean that a new Republic legally exists today nor that MVGA has approved a Constitution or a government budget. Its content must be able to be discussed: powers, controls, competencies, financing and guarantees.
What should change
MVGA proposes a supervised Executive, justice with independence, electoral authority with transparent appointment, auditable spending and open contracting. It defends ownership and initiative to expand production, and a civil service that is accessed by capacity. Decentralization requires defined competencies and resources, not functions that are transferred without means to fulfill them.
Social protection must respond to public criteria and offer paths towards autonomy. Education, security and infrastructure must have continuity. Oil revenue needs investment and savings rules that resist volatility and can be audited.
A process with legitimacy
A constitutional reform requires free citizen decision, information and rights for those who disagree. The body chosen for this task must have a defined mandate and term. Legitimacy of origin does not grant authorization to destroy controls or perpetuate itself.
The transition must publish commitments and results, restore rights and transfer authority to legitimate Venezuelan institutions. International cooperation can help; The outcome must allow the country to govern itself.
The measure of a refoundation
The new Republic will make sense if the citizen can work, associate, produce and claim without seeking a political protector. Its promoters must accept before governing the limits they demand from others. National memory, freedom and state capacity must serve that autonomy.
