National history as an experience that must be understood
The MVGA reading recognizes that Venezuela built capabilities before 1958: state unification, communications, administration, oil development, and material modernization. Study Gómez, Pérez Jiménez and those who participated in these tasks. It also examines the personal concentration of power and the restrictions that accompanied those experiences.
The stage after 1958 sustained constitutional competition, alternation and continuity. These facts must be recognized along with oil dependence, partisan concentration and the deterioration of trust. Social democracy and Christian democracy have different traditions; Their governments and practices need evaluation by periods and decisions.
Chavismo presented itself as a break with that system and developed another concentration of power. It arrived electorally in 1998 after the failed coup of 1992. The existence of elections does not make any subsequent action democratic; The conditions of competition, freedoms and controls must be studied on their own facts.
References and responsibilities
The library reads Ottolina, Uslar, Rangel, Yanes and the protagonists of national history as authors and situated actors. His works help ask contemporary questions. They are not credited with adherence to MVGA or a perfect response to every problem at hand.
The memory of a work does not eliminate responsibility for abuse. Nor does the story of abuse allow us to deny a documented material capacity. The MVGA assessment seeks to understand both elements and discuss what can be preserved under institutions that expand freedom and responsibility.
An explicit periodization
The library uses "IV Republic" to refer to the political cycle of 1958-1999 and "V Republic" to the Chavista project since 1999. These are names for political use, not the affirmation that the entire period has been homogeneous. The Sixth Republic is presented as a future proposal.
Each article must distinguish source, fact and editorial reading. An allegation is identified; a figure needs unit and period; an appointment requires a document. The method allows for a firm critique that the reader can review.
